The main goal of this section is to present crucial issues related to the participation of community members in the process of community-oriented policing implementation. Following exemplary issues are planned to be discussed here:

  • Building partnerships and enhancing cooperation between different actors dealing with security at the local level.
  • Use of community policing to call members of the local community to action, and to engage them in solving local security-related problems
  • Possible use of the ICT tools in improving police–community relations, and in building local partnerships

This section will be based on bottom-up, evidence-based and problem-solving approaches. It will also address most common challenges in the process of community policing implementation; present chosen relevant best practices, and give general advice on how to adapt best practices from other countries to the needs of the local community.
